Leonard R. McNeil also known as “Mac”, member and former President of the West County Wastewater District’s Board of Directors, died earlier this week, the agency announced. The West County Wastewater District (WCWD) is based in Richmond, CA.
McNeil was a retired Political Science Professor at Contra Costa College and had been a District Board Member since 2014. He served on numerous committees throughout his tenure, and as Board President. He was extremely proud of the changes made at WCWD during his time on the Board.
He also served on the West County Agency Joint Powers of Authority Board and a California Association of Sanitation Agencies (CASA) Communication Workgroup.
Fellow Board members and colleagues shared their thoughts on Director McNeil’s passing and the legacy of his time on the Board.
“Director McNeil set an example to all on how to be in this world. He had a will and determination to serve his community and he served with quiet strength and dignity. Even as his illness robbed him of his health, he expressed his wish to continue to live his life with purpose and did so with dignity and consistency even after he was forced to bed. It is an understatement to say the West County Wastewater District has been positively affected by Leonard’s vision and competent guidance. His contribution helped lay the foundation to a better future.” President Harry Wiener

“There are some people who just go about the business of changing the world without seeking fanfare or kudos or awards. Leonard McNeil was one of those men. He was not only a great father, brother, teacher, mentor, and community volunteer – he was an awesome friend. He considered public service his duty so he didn’t call himself a politician, rather a public servant. And though we are sad too in this moment, we know that for all of his coaching and counseling, his mentoring and teaching, his friendship and brotherhood, there are so many of us who are eternally grateful for having had him in our lives.” Director Cheryl Sudduth.

The WCWD Board of Director’s adjourned their April 17, 2019 meeting in honor of Leonard McNeil.
