Todd Hutchinson

First Place
 San Diego Section

Todd Hutchinson has made a career out of protecting the environment and improving quality of life within the service area of San Elijo Joint Powers Authority. Hutchinson reached the 25-year milestone this year. He is the agency’s longest-serving employee.

In 1998, as a new, junior operator, Hutchinson took readings from analog meters and calculated daily flows with paper, pen and calculator. Today, from a high-tech work station, he runs real-time operations for the 2.5 million GPD plant and those of a dozen remote collection, treatment and recycling facilities.

Processes may have evolved but Hutchinson’s everyday commitment to safety has never changed. Nor has his determination to help junior colleagues.

Earlier, Hutchinson served in the Air Force and earned a computer programming degree from Coleman University. During his career at San Elijo JPA, he has raised a family and spent 15 years as a youth basketball coach.
