Richard Stiffler, the Technical Services Supervisor for the City of Stockton, has showcased unwavering commitment and expertise in the California wastewater industry for 41 years. Starting as a Plant Operator-in-Training in Stockton on September 20, 1982, Richard rapidly advanced to become a Plant Operator and Senior Plant Operator. Recognized for exceptional abilities, he voluntarily transferred as an Environmental Control Officer in March 1991 and was promoted to Senior Environmental Control Officer in June 2001. In July 2003, Richard embraced the challenging role of Acting Technical Services Supervisor with OMI, servicing Stockton. Returning on March 1, 2008, as Technical Services Supervisor, he adeptly managed complex operations and played a vital role in environmental control. Richard’s remarkable work history and extensive experience epitomize excellence and leadership. His enduring impact on colleagues and the communities he serves solidifies his well-deserved recognition as a recipient of this prestigious honor.

Purpose

The CWEA Quarter Century Recognition Program recognizes water professionals for their commitment to improving the quality of life and the protection of the environment. CWEA Quarter Century Recognition Program honorees have dedicated their careers in a challenging and most vital profession, the water environment field. These essential professionals who have spent countless hours improving our water environment include: Operators; Collection System, Maintenance, Laboratory, and Environmental Compliance personnel; Engineers; and Administrators.

CWEA Quarter Century honorees will be presented with a certificate recognizing their achievement and a lapel pin they can proudly wear identifying them as members of this elite group of professionals.
