State Water Board Notice to Agencies Regulated by WDR

In December 2022, the State Water Resources Control Board adopted statewide Sanitary Sewer Systems General Order 2022-0103-DWQ that replaces the existing statewide Order 2006-0003-DWQ as of its effective date of June 5, 2023.

The existing Order 2006-0003-DWQ (also referred to as the “WDRs”), and existing regulatory coverage for sewer system(s) under the existing Order, will be rescinded at the end of the day on June 4, 2023.

To maintain continued regulatory coverage, the Legally Responsible Official of existing enrollees must electronically certify continuation of their regulatory coverage to Order 2022-0103-DWQ, by 11:59 PM on Sunday, June 4, 2023.

Starting on Monday, April 5, 2023, an electronic Continuation of Existing Regulatory Coverage form will be available through the Legally Responsible Official’s CIWQS Sanitary Sewer Systems Database account, for an existing enrollee to successfully complete the required process.

For assistance in completing the electronic Continuation of Existing Regulatory Coverage process, please email State Water Board staff at [email protected].An existing Enrollee of Order 2006-0003-DWQ that fails to have their Legally Responsible Official electronically certify its Continuation of Existing Regulatory Coverage for its sanitary sewer system(s) in the online CIWQS database by 11:59 PM on June 4, 2023 will have no regulatory coverage upon the June 5, 2023 effective date of the new Order, and will continue to not have regulatory coverage for its sanitary sewer system(s) until a full application package is submitted and approved, per Section 2 of the General Order:Sanitary Sewer Systems General Order, Order 2022-0103-DWQ.
