Luis Roberto León, PE, BCEE, ENV SP
CWEA member, Luis León, has over 37 years of U.S. and international engineering and management experience in the areas of master planning, feasibility studies, asset management, design (plans, specifications, and estimates), permitting, and construction management of public and private infrastructure projects.
The WEF Published Papers Awards recognize WEF members for valuable research that has the potential for broad contribution to industrial wastewater management.
Eddy Wastewater Principles/Processes Medal

The Eddy Medal honors Harrison Prescott Eddy, a prominent engineer and a pioneer in the field of wastewater treatment. The medal is awarded for research that makes a vital contribution to the existing knowledge of the fundamental principles or process of wastewater treatment, as comprehensively described and published in a federation periodical.
Onder Caliskaner is the president of Caliskaner Water Technologies and has 28 years of experience in technology research and development, project management, process engineering, planning and design of water resource recovery facilities (WRRF).
Onder is an active member of multiple local and national professional associations including WEF, WateReuse and California Water Environment Association (CWEA). Dr. Caliskaner has over 100 publications/presentations mainly in tertiary filtration, water reuse, primary filtration, carbon diversion, advanced primary treatment, and process modeling. He received an award from WEF in 2018 for best technical paper abstract regarding his work on carbon diversion / primary filtration. He was the principal investigator and project manager of the primary filtration project which was selected to receive the first place for California Water Environment Association’s Engineering and Research achievement award in 2019.
For over 35 years, George Tchobanoglous taught courses on water and wastewater treatment and solid waste management at the University of California, Davis, where he is Professor Emeritus in the Department of Civil and Environmental Engineering. Dr. Tchobanoglous’ research interests are in the areas of innovative water and wastewater treatment systems, potable water reuse, wastewater filtration, UV disinfection, aquatic wastewater management systems, decentralized wastewater management, and solid waste management systems.
Lilly Imani is an assistant engineer with Sacramento County Water Agency (SCWA) currently supporting various water supply and infrastructure projects in the Operations and Maintenance Engineering division. Prior to joining SCWA, Lilly worked in the private sector as a staff engineer for Caliskaner Water Technologies (CWT) and Kennedy Jenks (KJ).
Brian G Davis P.E., is currently the General Manager of the Linda County Water District, providing municipal water and sewer service to approximately 30,000 residents of Yuba County. Prior to his current position he worked for 20 years with consulting engineering firms providing water and sewer related engineering services, including most recently 13 years at Kennedy/Jenks Consultants managing the firm’s Sacramento location. Brian received his B.S. and M.S. degrees from Brigham Young University.
Eliseo Bonilla, Ventura, CA
Purpose for Scholarship: Funds will be used toward an associate degree at Ventura College in Water and Wastewater Science.
Luis Negrete, Gardena, CA
Purpose for Scholarship: Funds will cover a semester at the Los Angeles Trade Technical College in the Water and Wastewater Technology program.
WEF, along with its partners, the National Association of Clean Water Agencies (NACWA), the Water Research Foundation (WRF), WateReuse, and U.S. Water Alliance, and their advisory partners, the Environmental Protection Agency (EPA), and the Department of Energy (DOE), recognized this year’s honorees at a recognition ceremony at WEFTEC 2022 in New Orleans on Tuesday, October 11.
