In 2008, the District adopted its Lateral Reimbursement Program (LRP), which provides customers with a 50% reimbursement, up to a maximum of $3,000, for qualified sewer lateral repair costs. The LRP allows the District to intensify its outreach and public education on the importance of properly maintaining laterals through this innovative incentive program.

During a CCTV inspection, if staff discovers roots that impact the private sewer lateral or the District’s sewer line, the District sends a lateral letter to the resident to inform them of the finding.

In 2021, the District’s Hazard Preparedness and Mitigation Plan (HMP) indicated that the San Marcos Creek would be impacted in the event of a San Marcos dam failure. The District had concerns because there was an exposed and compromised sewer creek crossing, which collects sewer flow from nearly 450 single-family homes and is located downstream of the dam.

As a result, in January 2024, the District completed an emergency repair as a temporary fix to reinforce the creek crossing with multiple gabion baskets and various rocks and to repair an exposed section of PVC pipe.

During the emergency repair, staff and the Board discussed the need to expedite a project that would permanently divert flow away from the pipeline in the creek.

In March 2024, the District awarded an agreement to fast-track final design services for the project. The project design was finalized in June 2024. Construction is expected to continue through 2025.
