Marc Serna named Chief Engineer at South Coast

South Coast Water District (SCWD) is pleased to announce CWEA Member Mr. Marc Serna recently joined the executive management team at the District. On May 1, 2019, Marc assumed the role of Chief Engineer that was held previously by Rick Shintaku who took over the General Manager position last October.

Marc comes to SCWD as the former Director of Engineering for Eastern Municipal Water District where he was responsible for delivery of major Capital Improvement Program infrastructure for Wastewater, Recycled Water, Potable Water, and Energy Management infrastructure divisions. Mr. Serna has over 28 years of experience providing water resource management, executive management, project oversight, engineering design, construction, and planning services in both the public and private sector.

“Marc’s track record of successful operations and engineering management of retail and wholesale agency divisions made him a perfect choice for SCWD,” said General Manager Rick Shintaku. “Marc shares in our philosophy of a collaborative work culture built on respect, integrity, accountability, and teamwork.”

Marc’s success, while serving as the Engineering Manager for West Basin Municipal Water District, in the development and implementation of Capital Improvement Programs, multiple large-scale advanced water recycling projects, indirect potable reuse, and ocean water desalination will benefit SCWD as it moves forward with its own Capital Improvement Programs and the possible Doheny Ocean Desalination Project.

Mr. Serna is a registered California Professional Civil Engineer and California Grade IV Water Treatment Plant Operator. He holds a Bachelor of Science and Master of Science in Civil Engineering.
