The Orange County Sanitation District (OC San) announces long-time OC San employee Jennifer Cabral, as the new Director of Communications overseeing the newly created Communications Department.
As the Director of Communications, Ms. Cabral will lead the Public Affairs Office and Board Services, a joint staff of 15 people, managing marketing communications, community relations, public affairs, legislative and government affairs, branding, stakeholder relationships, event planning, media relations, board relations and public records for the third largest wastewater treatment facility west of the Mississippi River.
Before her promotion, Ms. Cabral served as the Administration Manager. Ms. Cabral has over 20 years of experience in a wide range of areas that include public affairs, administration, board services, and wastewater industry relations. Her professional experience includes development and implementation of award-winning proactive public participation and community outreach programs. Jennifer was instrumental in developing the Construction Outreach Program to support OC San’s $3 billion Capital Improvement Program to inform and connect with over 2.6 million residents as well as getting Assembly Bill 2022 signed into law which allowed for the bottling of the Groundwater Replenishment System water for education purposes.
“Jennifer has a great deal of experience that is well suited to lead OC San’s communications efforts,” stated Rob Thompson, OC San General Manager. “I am looking forward to have her continue to build upon our well-established programs and welcome Jennifer to OC San’s Executive Management Team.”
Jennifer is a graduate of California State University Long Beach where she earned her Master’s degree in Public Administration and Policy and a Bachelor of Arts degree in Communications with a minor in Human Services from California State University of Fullerton (CSUF). She also holds a certificate from CSUF in Public Employee Leadership Development and Reputation Risk Management certificate from Public Relations Society of America. She previously served as the Chair and Vice Chair on the California Association of Sanitation Agencies Communications Committee where she remains active as a collaborator and mentor on many statewide efforts and programs related to wastewater agencies.
Ms. Cabral was also awarded the California Association of Public Information Officials (CAPIO) 2022 Paul B. Clark Achievement Award honoring her commitment to leadership and mentorship within the communications field. The Paul B. Clark Award is the highest honor bestowed by CAPIO.
Jennifer has been married for more than 25 years and has two children. Jennifer’s oldest has followed in her footsteps and is now working for OC San as a buyer in the Contracts and Purchasing Division. She enjoys outdoor activities such as hiking and bike riding and loves to spend time with family and friends.
