Robert is an experienced utility professional with over 30 years of experience. Robert started his career in Jan 1995 with the City of Stockton and has been the Collection System Manager/Superintendent for the City of Modesto since 2011. Throughout Robert’s career he has worked to help other operators through participation on the board of the Northern San Joaquin Section – Collection System Committee (2000-2005 and 2023-2025), participation on the CWEA certification update committee, conducting numerous trainings, and by presenting several conference presentations.

Robert has also worked to develop several creative solutions to problems faced by collection system operators, including, developing a method to CCTV a deep flooded siphon, a new style storm drainage system for the City of Modesto, and a patented jetter bucket system for cleaning truck sewers.

Purpose

The CWEA Quarter Century Recognition Program recognizes water professionals for their commitment to improving the quality of life and the protection of the environment. CWEA Quarter Century Recognition Program honorees have dedicated their careers in a challenging and most vital profession, the water environment field. These essential professionals who have spent countless hours improving our water environment include: Operators; Collection System, Maintenance, Laboratory, and Environmental Compliance personnel; Engineers; and Administrators.

CWEA Quarter Century honorees will be presented with a certificate recognizing their achievement and a lapel pin they can proudly wear identifying them as members of this elite group of professionals.
