Francisco Ramirez has dedicated over 20 years to public service and water operations. He began his career at the Napa Sanitation District (1999–2001) before joining the City of American Canyon in 2001, where he now serves as Distribution Supervisor. A certified D3 Operator, Francisco is the City’s trusted field expert, supporting engineering teams with Capital Improvement Projects (CIP), cross-connection control, backflow prevention, mapping, potholing, and community project coordination. He contributes to staffing, hiring, evaluations, and training, mentoring many future distribution professionals. His expertise also extends to service maintenance, utility billing, regulatory reporting, asset management, inventory systems, and municipal code updates. Known for his professionalism, leadership, and technical skill, Francisco plays an essential role in maintaining safe, efficient, and reliable water service for American Canyon residents, embodying dedication to both his team and the community he serves.

Purpose

The CWEA Quarter Century Recognition Program recognizes water professionals for their commitment to improving the quality of life and the protection of the environment. CWEA Quarter Century Recognition Program honorees have dedicated their careers in a challenging and most vital profession, the water environment field. These essential professionals who have spent countless hours improving our water environment include: Operators; Collection System, Maintenance, Laboratory, and Environmental Compliance personnel; Engineers; and Administrators.

CWEA Quarter Century honorees will be presented with a certificate recognizing their achievement and a lapel pin they can proudly wear identifying them as members of this elite group of professionals.
