Environmental and Regulatory Compliance Division Manager
Monthly Salary:  $12,328 - $14,985

The Central Contra Costa Sanitary District, a progressive public utility, is seeking an Environmental and Regulatory Compliance Division Manager. Duties will include planning, organizing, directing, managing, and administering all activities within the Environmental and Regulatory Compliance Division. This positon will manage and oversee the National Pollutant Discharge Elimination System (NPDES), Title V, Title 22, Waste Discharge Permitting Section, Laboratory, Environmental Compliance, and Household Hazardous Waste.

Education and Experience:
• Ten years of experience monitoring, administering, and/or analyzing water quality regulations, policy, and compliance which includes experience overseeing some or all regulatory compliance related activities that would be required of an agency similar to the District.
• Equivalent to a bachelor's degree from an accredited college or university with a major in civil, environmental, chemical, or mechanical engineering; environmental science; biology; chemistry; business administration; law; or a closely related field.

Substitution for Education:
• Four years of additional qualifying experience as noted above may be substituted for the bachelor's degree.

Licenses:
• Possession of a valid California Driver's License. A valid out-of-state driver's license will be accepted during the application process. Must possess a valid
California Driver's License within 90 days of appointment.

Structural Engineer

HydroScience Engineers is seeking a Structural Engineer to work in either our Sacramento or Berkeley office.  The successful candidate would have experience with design and analysis of structural elements of municipal water/wastewater treatment facilities including liquid containment structures (i.e. tanks and basins), structural pads, retaining walls, anchors, reinforced concrete, structural steel, reinforced masonry, etc. The individual will be responsible for serving as a technical lead in that discipline on a variety of design projects and in particular will be responsible for:

  • Preparing/checking structural calculations and details of structural elements
  • Preparing/reviewing contract documents and technical specifications
  • Preparing structural drawings in coordination with a multi-disciplinary team of civil, mechanical, electrical, and process engineers
  • Developing and managing discipline budgets on projects

The individual will also have a role in supporting business development efforts. 

The ideal candidate will possess the following:

  • S.E. license in the State of California, in good standing
  • B.S. in Civil/Structural engineering, M.S. preferred
  • 5+ years of related post-graduate structural design experience
  • Excellent organizational, verbal and written communication, and interpersonal skills 
  • Ability to manage multiple projects concurrently

Electrical DESIGNER/Engineer

HydroScience Engineers is seeking an Electrical Designer/Engineer to work in our Sacramento office as an integral part of our Electrical Department.  The successful candidate would have experience in electrical and control systems designs for municipal water and wastewater facilities.  The candidate would be expected to work on multiple projects concurrently and work cooperatively as part of a team.

The ideal candidate will possess the following:

  • 2 or more years of electrical and control system design experience in the water/wastewater industry or closely-related field
  • Ability to prepare designs in the latest version of AutoCAD
  • BS or MS electrical design/engineering (or related field) degree at an accredited university
  • Applicants must be authorized to work in the United States. This position is not eligible for employee sponsorship
  • Excellent verbal and written communication skills

Wastewater Collection System Planner/Modeler

Water/Wastewater Hydraulic Modeler Engineer for infrastructure planning and regulatory compliance projects

West Yost Associates (West Yost) has an immediate opening for a Collection System Planner/Modelerto work out of our Walnut Creek office.  The ideal candidate will have a well-rounded background in master planning and hydraulic analyses, able to support senior-level staff in a wide range of water and wastewater planning projects.
Desired areas of expertise include sanitary sewer system master planning, infiltration and inflow analysis, flow monitoring, engineering research, GIS analyses, risk assessments, alternative analyses, and facility cost estimating. Proven skills in water/wastewater hydraulic modeling and GIS are required and collection system regulatory compliance knowledge is a plus.

Key Responsibilities and Functions:

  • Performing water/wastewater system hydraulic analysis utilizing a variety of software programs
  • Producing technical reports and master plans
  • Analyzing various types of flow, demand, population, water quality, and condition data
  • Serving as task manager, maintaining task/project budgets and schedules, and mentoring junior-level staff
  • Assisting senior-level engineers with the preparation of proposals

Basic Qualifications:
The ideal candidate will be a proficient hydraulic modeler and a licensed Professional Engineer (with current California registration or commitment to obtain California registration within 18 months) with 5-10 years of experience of applied knowledge in water/wastewater planning projects. The candidate must be a strong technical writer; able to work on multiple, unique assignments simultaneously; and have strong organizational, problem solving, communication, and interpersonal skills. Advanced knowledge of GIS, Microsoft Access, InfoWorks, InfoSewer, Mike Urban, SWMM, SewerCAD and other hydraulic modeling software is required. Skills in water system modeling are desired.

WASTEWATER COLLECTION WORKER I/II

$4,224.13-$6,006.00/Month

The San Mateo County Department of Public Works is seeking qualified Wastewater Collection Workers to perform a variety of semi-skilled and manual tasks in the operation and maintenance of sanitary sewer and storm drain systems, and operate a variety of light construction equipment and wastewater system equipment.

Duties may include performing inspections of sewer lines and storm drains; reading and interpreting sewer system and drainage system maps, construction plans and specifications; performing closed circuit television inspections of sewer lines; operating pumps to remove sewage from damaged or clogged lines, in response to sewer overflows, or when by-pass pumping is required; cleaning catch basins; cutting and refinishing streets, sidewalks and driveways; and laying cement and asphalt. Additional tasks may include flushing sewer and storm drain system lines as part of the preventative maintenance activities or to remove obstructions; repairing and reconstructing damaged sections of sewer lines and sewer lateral lines; inspecting, repairing, raising, adjusting and constructing manholes;  making minor repairs to pumps and other equipment; driving and operating construction, sewer and road maintenance equipment, including but not necessarily limited to 1/2 and 1-ton trucks, haul behind compressor and walk-behind rollers; operating light equipment used in trenching and pipe repair and replacement work including small tractors, light trucks, pumps, generators, compressors, forks, shoring equipment and other tools; and reading domestic, commercial and industrial water meters; and computing water consumption since the previous reading. Requires an "on-call" status once sufficiently trained and the availability to assist in emergencies outside of normal working hours.

Licensure/Certification:
Wastewater Collection Worker I: Possession of a class C CA driver's license or equivalent AND possession of a Grade I Collection System Maintenance Certification through the California Water Environment Association’s (CWEA) Technical Certification Program.

Wastewater Collection Worker II: Possession of a class A or B CA driver's license with both air brake and tank endorsement AND possession of a Grade II Collection System Maintenance Certification through the California Water Environment Association’s (CWEA) Technical Certification Program.

Qualified candidates should have knowledge of methods, materials, tools and equipment used in the operation and maintenance of sanitary sewer and storm drain systems; operating, monitoring and reporting maintenance issues of light and medium duty trucks and road construction equipment; and County and CAL OSHA safety rules, procedures and equipment. Additionally, should be able to operate a variety of light construction equipment and wastewater system maintenance equipment, which may include combination truck (Vactor), flusher truck, rodder truck, dump truck, closed circuit television vehicle and equipment, and vacuum pumps; perform heavy manual labor, which requires strength, agility and endurance; operate a wide variety of hand and power tools and equipment; and remain calm and react effectively and appropriately in an emergency. Must be able to analyze existing sewer systems to identify problem lines and offer suggestions for improved maintenance activities and efforts. The ideal candidate for this physically demanding position can work independently, take directions well, possess excellent customer service skills, utilize safety practices and has a great understanding of teamwork.
