The Tri-Counties Technical Certification Committee  is a standing committee to administer the Certification Program in accordance with the CWEA regulations and assist the CWEA in the conduct of the Certification Program.  The committee keeps members informed on certification procedures and opportunities, and acts as liaison to the State CWEA Committee. The Technical Certification Committee is also responsible for submitting contact hour application packets for Tri-Counties Section events to the State CWEA office, coordinating the approval process, and issuing contact hour certificates.

Continuing Education Required For Re-certification
The CWEA Board of Directors approved a re-certification policy that requires all certificate holders to submit proof of at least 12 hours of training and/or education every two years. The policy went into effect July 1, 2002.

EXAM SITES

   In order to better serve all Tri-Counties Section members, TCP exams have been proctored in both the north and south regions  of the section whenever possible.   In July 2007, the exam sites will be Lompoc WWTP and the City of Ventura's Sanjon Maintenance Yard.  Maps to each exam site will be sent to applicants with their exam packets.

FEES FOR EXAM APPLICATION AND CERTIFICATE RENEWAL

EXAM APPLICATION FEES 

      Exam application fees cover the costs of testing materials, application review, exam compilation and mailing, and scoring the exam.  If the applicant passes the exam, the first year certificate is also included in the cost.  Costs for the exam application are different depending on the grade level to be taken and whether or not the applicant is a member of the State CWEA organization.  these fees change frequently and can be viewed at the CWEA Main Web page-  click here to go to the Exam Fee page

CERTIFICATE RENEWAL FEES

   Certificate renewal fees are due annually in the same month you took the exam for the certificate.  Therefore, you may have one certificate with fees due in January and another with fees due in July.  Again, fees are based on the grade level of the exam.  Updated information on all TCP fees is available from CWEA's website.

Qualification Requirments

While no experience is necessary for the Grade 1 level exams, each successive grade level requires more experience and/or education within the specific discipline.  The following  describes the level of work expected of the minimally qualified candidate for each Grade level.  

Grade 1 - Basic Working Level

Basic knowledge and ability, as needed to safely perform basic tasks.  This includes recall and recognition, comprehension, and application. Receives direct supervision, but does not train or supervise others.  Will recognize basic tools of the vocation.  Follows directions, recognizes unsafe conditions, has the ability to follow standard operating procedures.  Completes minimal work process documentation.

Grade 2 - Journey Level

    Knowledge and ability to safely and effectively accomplish most technical tasks in the job family.  This includes comprehension, application, and analysis. Receives limited supervision, and may provide technical direction over other staff and train lower level personnel. Will be able to apply most of the tools used by those in the vocation. Troubleshoots and solves common problems; recognizes and corrects unsafe conditions; has the ability to understand and apply standard operating procedures, laws, and regulations; and completes routine work process documentation.  Basic knowledge and ability, as needed to safely perform basic tasks. This includes recall and recognition, comprehension, and application. Receives direct supervision, but does not train or supervise others. Will recognize basic tools of the vocation. Follows directions, recognizes unsafe conditions, has the ability to follow standard operating procedures. Completes minimal work process documentation.

Grade 3 - Lead/advanced technical level

   Knowledge skill and ability to safely and effectively accomplish and coordinate complex tasks. This includes application, analysis, and synthesis.  Receives general direction. Oversees and directs complex tasks performed by others and may oversee a training program. Will select tools for individuals and teams in relation to specific problems, troubleshoots and solves complex problems, anticipates and prevents unsafe conditions, formulates new standard operating procedures in compliance with laws and regulations, and is responsible for detailed technical report writing and review. Basic knowledge and ability, as needed to safely perform basic tasks.  This includes recall and recognition, comprehension, and application. Receives direct supervision, but does not train or supervise others.  Will recognize basic tools of the vocation. Follows directions, recognizes unsafe conditions, has the ability to follow standard operating procedures.  Completes minimal work process documentation.

Grade 4 - Administrative/managerial level

   Knowledge, skill and ability to administer, coordinate and manage complex programs across vocations.  This includes analysis, synthesis, and evaluation.  May receive broad direction.  Will coordinate program activities within or across vocations, designs and administers training programs within the vocation, manages and evaluates systems and facilities, evaluates program effectiveness and takes corrective actions as needed.  Designs and administers safety programs, assures program compliance with laws and regulations, and is responsible for quality assurance of program documentation.
